Summary

You will serve as a Technical Project Officer in the Explosive Ordnance Disposal (EOD) Department, International Program Office (IPO) of NAVSURFWARCEN IH DIV.

This NT-04 position is equivalent to the GS-11/12 level. The NT-05 full performance level is equivalent to the GS-13/14 level.

The FPL (NT-05) is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $138,868).

Help
  • You will serve in the Explosive Ordnance Disposal (EOD) Department of NSWC IHD as a direct report to the Deputy Department Head. This position is a Technical Project Officer (TPO) within the International Programs Office (IPO).
  • You will engage foreign EOD counterparts concerning United States (US) interest, coordinate and co-host foreign visits related to agreements and/or potential agreements.
  • You will identify appropriate Subject Matter Experts (SME) to participate in foreign engagements, and provide input to the International Program Opportunity Evaluation Tool (iPOET) system regarding agreement activity and travel events.
  • You will prepare after action reports and explore new agreements that could be beneficial to US EOD, follow Department interpretation of DoN policy in the administration/execution of bilateral EOD agreement programs and ensures NSWC IHD compliance.
  • You will review requests for publications to determine if appropriate coverage already exists or if coverage needs to be developed.
  • You will schedule development of required publications, address any issues with newly created publications as they go through the workflow process and Service Approval.
  • You will attending NCWG meetings, Velocity and Battle lab briefings and other events as applicable.
  • You will provide recommendations to the Liaison Officer (LO) on Publication numbers/Coverage levels and level of effort to sanitize publications as required.
  • You will ensure IPO products are integrated into the overall publication priority process, and conduct final publication preparations by placing the IPO statement on the title page, converting to PDF format, and making them available for processing.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This is a Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: Basic.
  • Incumbent is required to maintain 20 hours of professional development continuous learning every two-year period following certification to maintain good standing in DoD Security Cooperation Workforce Certification Program.

Qualifications

Your resume must demonstrate one year of specialized experience equivalent to the next lower band (NT-03) or grade level equivalent (GS-9/10) in the federal service or equivalent experience in the private or public sector analyzing operations (e.g. equipment, tools, systems, procedures) related to Explosive Ordnance Disposal (EOD) for the collection, development, and dissemination of technical information to ensure compliance in the administration and execution of bilateral (e.g. foreign and domestic) EOD agreement programs.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree, in fields related to the position to be filled.

or

3 full years of progressively higher level graduate education leading to such a degree, in fields related to the position to be filled.

or

LL.M., if related

or

a combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
